Interna lmeeting discussing plansCouncil's Development Assessment Branch is responsible for the assessment and determination of development applications throughout the Toowoomba Regional Council area. The branch provides advice to the community and to the development industry on development matters.  

How does the development application process work?

Development is when building work, plumbing or drainage work, operational work, reconfiguration of a block or making a material change of use of premises is carried out. In many cases, you will be required to submit a development, building or plumbing form to council for assessment.

How does Council assess your development application?

We are governed by the Sustainable Planning Act 2009, therefore you can be assured that everyone is treated equally and fairly. For more information about the development application process please also see our Development Application Process webpage.

I am new to development. What do I need to know to get started?

Understanding the Development Application Process is one of the first things you will need to know. This will help you understand the bigger picture under which your application will be determined. It's also important to know that all development applications are governed by the Sustainable Planning Act 2009 and will be assessed against the Toowoomba Regional Planning Scheme 2012.

Getting Advice

Toowoomba Regional Council has a number of free services to help you with your development. Our Duty Planner counter is manned from 9am to 5pm Monday to Friday at the Customer Service Centre, 4 Little Street, Toowoomba. If you would like to speak to our Duty Engineer please phone 131 TRC (872).

We also have a free Pre-lodgement meeting service where prospect applications can discuss their development application Council technical staff prior to formally lodging their application. Please refer to our INFO 001 Pre-lodgement Meeting Information Sheet for further details.

How Can I Keep Track of my Application?

Have you submitted an application, but not sure how it is progressing? Council has an online tracking system available 24/7 called Planning and Development Online (PD Online). If you're not sure how to use PD Online please read our information sheet INFO 034 Planning and Development Online, or if you need to speak with someone about your application please contact the officer assessing your application on 131 TRC (872).
