Toowoomba Regional Council issues Rate Notices half yearly to ratepayers and are due for payment on or before the due date.  Discount will only be allowed if the Amount Due as specified on the Rate Notice is received at Council by the due date.

Payment Options for Rate Notice 

Rates Easy Pay (Direct Debit)  Ratepayers may have their Rate Notice/Water Rate Notice paid directly from their nominated bank account (excluding credit card) on the due date or in small, regular payments in advance.  (Please allow 7 days for direct debit to be set up).

BPAY  (Phone or Internet) Ratepayers should contact their participating financial institution to make a payment from their nominated account.  Please quote Biller Code 18366 and the Reference Number.

Australia Post - Ratepayers may pay in person at any post office (cash, cheque, Visa and Mastercard, or EFTPOS debit card), by phone 13 18 16 or go to postbillpay.com.au.  Please quote Billpay Code 0414 and their Reference Number or alternatively transfer the customer using short dial 2261.

In Person -  Pay in person at any Toowoomba Regional Council Service Centre by cash, cheque, Visa and Mastercard, or EFTPOS debit card.

Centrepay - Ratepayers may use Centrepay to arrange regular deductions from their Centrelink payment.  Ratepayer may call Centrelink to request a Centrepay deductions form.  Centrepay Reference: 555 071 719T.

Mail - Ratepayer may mail their payment to Toowoomba Regional Council, PO Box 3021 Toowoomba Village Fair QLD 4350.  (Payment must be received by the due date to receive the discount).

BPOINT - Credit Card over the phone (available from the 21st March 2011) 

Toowoomba Regional Council offers ratepayers a 10% discount off their rate notice and water rate notice and are encouraged to pay their rates by the due date of the notice.

Discount is not applicable on the following charges: Rural Fire Equipment Levy and Trade Waste.

If the ratepayer is experiencing financial difficulties and require an extension of time for payment of rates they should contact the Toowomba Customer Service Centre, 4 Little Street, Toowoomba for further assistance.

Ratepayers may request a copy of their Rate Notice and Water Rate Notice which has been issued in the current financial year.

 Copies of notices are only available to the ratepayer, real estate agent (by authority from owner) or acting solicitor.

To obtain a copy of the Rate Notice or Water Rate Notice the request may be:

Interest will be accrued at the rate of 10% per annum on rates from end of the previous half year in which the same become due and payable. Interest will be charged half yearly generally at the end of December and June.

A remission of the general rate is granted by Council, if the owner of the land is a pensioner and is eligible for the State Government pensioner remission. 

The State Government scheme provides a rebate of up to 20% (limits apply) of the gross rates and charges levied by Council. In addtion, to the State Government Scheme, Council provides a rebate.  This rebate is a fixed amount and is determined annually by council.  The State Government also provides for a rebate of 20% of the state urban fire levy.

In Council's 2010/2011 budget a remission of water access charges was granted. This rebate is a fixed charge and is determined annually by council.

Note that Toowoomba Regional Council is not part of South East Queensland water grid and no further State Government rebate applies.
