If the development meets the Risk Assessor requirements the resulting report will need to be printed and lodged manually with the application at the Development Assessment Customer Service desk on Ruthven Street.

This information will be emailed back to you for your future reference.

As you progress through the online application the information you provide will be saved.

This information is stored on council’s file servers in a secure environment and backed up on a regular basis.

You may revisit the application as frequently as you choose prior to submission.

Please be aware though that from time to time changes are made to council and state controls, this may result in your application being incomplete upon submission.

The conditions (rules) and requirements that apply to your application will depend on the land on which it is to be situated and on the Uses chosen from the list in Enquirer.

If you are uncertain about which category to choose or if the Uses you have in mind do not appear contact council’s planning staff for assistance.

It is essential that you include all land parcels in your selection before progressing to the Uses page of Enquirer as one block of land can differ from another and thereby affect the controls that need to be addressed in preparing your application. For example, a proposed development straddles three blocks of land; one may be affected by bushfire whilst the other two could have specific zone issues.

Omitting relevant land parcels may result in delays in assessing/processing the application whilst council awaits additional information from the applicant.

At this moment in time Development Enquirer, Risk Assessor and Applicant are only available for Urban development enquiries for properties that fall under the Toowoomba Planning Scheme 2003.
 

Applicant is a development application tool which allows you to prepare a development application electronically via the internet, then either continue on to lodge electronically or print and lodge by the normal process (i.e. over the counter or through the mail). In preparing your application you will be asked to address specific issues that affect your proposed development.

At this moment in time the first use set up for Applicant is Dual Occupancy. 

If the development is for a Dual Occupancy to use the Applicant tool, you will first need to go through the Development Enquiry tool, then click on the Applicant tab once development results are completed.

Risk Assessor is Council's online assessment tool for selected low-risk development types shown below. To qualify for assessment through Risk Assessor, the property and development must comply with certain requirements.

The current uses under Risk Assessor are Dual Occupancy, Home Based Business, Accommodation Units and Houses on Steep Slopes with the triggers being:

• the application is code assessable (impact assessable uses are excluded);
• the application will generally comply with the Acceptable Measures of the applicable codes; and
• there are no referral agencies triggered for the proposed use.
 

Once eligibility has been established going through the Development Enquiry tool, Risk Assessor will guide you through an online questionnaire of planning questions relevant to the proposed use. Should your responses satisfy the low-risk criteria, your application is able to be processed as a Risk Assessor application. You will then be able to include the report generated from Risk Assessor with your application.

At this moment in time a Risk Assessor application cannot be lodged through the Applicant tool.

If your responses do not satisfy the criteria, your application will not be eligible for Risk Assessor.
 

Development Enquiry identifies all the specific planning scheme provisions and the level of assessment applying to a specific development proposal on a specific property identified under the Toowoomba Planning Scheme 2003. It also creates an extract from the planning scheme based on your development that you can view or print and links to relevant application forms and guidelines for lodgement of your application.

Once the results have been populated Development Enquiry will also inform if the development is applicable for either of the Risk Assessor or Applicant tools. The Risk Assessor and Applicant tools can only be accessed by completing the Development Enquiry tool.
