The Active and Passenger Transport Reference Group (APTRG) is a group of representatives that work collaboratively to improve inclusive active and passenger transport outcomes for the Toowoomba Region. The Toowoomba Regional Council provided resources for the formation of the independent reference group in late 2010.

This independent group provides advice and recommendations on strategic active and passenger transport issues to the Toowoomba Regional Council and appropriate agencies and shares information among its members and the wider community.

Membership covers a broad sector of the community with an interest in Active and Passenger Transport, including 12 representatives from the following membership groups: Department of Transport and Main Roads; Toowoomba Regional Council; Healthy Lifestyles Network; Department of Communities (Sport and Recreation); Development Industry; University of Southern Queensland; Public Transport; Education; Regional Cycling Alliance; Disability Services and two Interested Individuals. Refer to the APTRG Terms of Reference document below; which includes the group's definitions of "Active Transport" and "Passenger Transport".

The APTRG will hold up to four meetings per year to allow representatives to share their group's strategic issues and ideas with the APTRG members and to formulate collective responses to relevant agencies for consideration, when appropriate.

Government agencies, community groups and interested individuals not represented in the APTRG membership may choose to be part of an Informed Network mailing list.
