Toowoomba Regional Council has a number of major wastewater infrastructure projects to be delivered before December 2012. 

The Toowoomba Wastewater Infrastructure Projects (TWIP) comprise:

  • Highfields sewage pumping station and transfer main to Wetalla Water Reclamation Facility (WRF)
  • Glenvale sewage pumping station and transfer main
  • Westbrook sewage pumping station and transfer main to the Kooringa Valley pumping station
  • Mt Kynoch Water Treatment Plant sludge thickener, and
  • Western Trunk Sewerage Scheme incorporating sewage pump stations at Oakey, Kingsthorpe, Gowrie Junction and Kooringa Valley, with transfer mains from Oakey via Kingsthorpe, Gowrie Junction and Kooringa Valley to Wetalla WRF.

Highfields is currently serviced by a Sequenced Batch Reactor (SBR) treatment unit located at Browne Road on the western side of Highfields.  The current plant loading of 320-350 kL/d exceeds the nominal plant capacity.

A new pump station is to be built at the existing treatment plant site and flow diverted to Wetalla WRF via a new pressure main/gravity main approximately 11.5km long.   The pipeline - DN 300mm and DN 375mm dual pipes - will generally follow existing roadways.  A crossing of Gowrie Creek will be made near Wetalla WRF.

Part of Glenvale is currently serviced by a temporary pump station at the corner of South and McDougall streets.  A new pump station and pressure main will be constructed to connect to the Glenvale trunk sewer in Glenvale Road at Hampton Street. 

The pump station site is at the south-west corner of the South and McDougall streets intersection.

Wastewater from the township of Westbrook is currently treated at a small temporary wastewater treatment plant located off C. Blackwell Road. With this plant at capacity, excess wastewater flows are currently being tankered to the Wetalla WRF.

A new pump station will be built on council owned land at the corner of Crocker and Shoesmith roads.  Sewers and flows from existing pump stations will be diverted to the new sewage pump station.

The Oakey wastewater treatment plant was constructed over 60 years ago and has undergone minimal improvements since then.  Located on a flood plain, the plant is susceptible to flood inundation with consequent damage and release of sewage to the environment.  Furthermore, the plant is at capacity with difficulty meeting EPA licence discharge conditions.

The plant sustained major flood damage during the heavy rainfall of 10 and 11 January 2011.  Council subsequently considered options for the future management of Oakey wastewater flows and decided that the pumping of sewage to the Wetalla WRF would be the best option.
