Picture3TRC has embarked on the biggest road network flood reconstruction program this region has ever seen.

The record-breaking floods of December 2010 and January 2011 saw unprecedented damage to council's 10,000km network of  roads and bridges across the region.

Estimated at nearly $150 million, this total damage bill is costing almost double council's current annual capital and maintenance works program.

Some 1800 emergency repair sites and 1300 reconstruction sites have been identified across the region. Initially, council undertook over $20 million in emergent works.

The flood recovery program of works is being delivered under the Natural Disaster Relief and Recovery Arrangements (NDRRA), a joint federal and state initiative where the federal government provides 75% of the funding and the state government 25%.

Works are categorised into the following broad geographic areas:zones

Northern region

The Northern region includes projects in the areas of Cooyar, Quinalow, Brymaroo, Peranga, Goombungee, Crows Nest and Highfields.

Central region

The Central region includes projects in the areas of Jondaryan, Oakey, Aubigny, Biddeston, Kingsthorpe and Toowoomba city.

Southern region

The Southern region includes projects in the areas of Millmerran, Pittsworth, Hodgson Vale, Greenmount and Clifton.

Works will generally take place between 6am and 6pm, Monday to Saturday, with some occasional Sunday works. Should out-of-hours works be required, council will attempt to advise local residents in advance.

During these works, council will make every effort to minimise disruption to the local community. Speed restrictions may apply and traffic delays may be experienced.

Vehicle operators using these roads are urged to take care in the vicinity of the road works and to adhere to any road signage.

Council intends regularly updating the community on scheduled works and thanks community members for their patience and cooperation during this extensive works program.

The NDRRA works will be delivered to today's engineering standards and will ensure a safe and efficient local road network engineered and built to last well into the future.

AECOM has been appointed as the Principal Program Consultant to oversee the delivery of the works by mid 2013. In turn, three civil contractors will carry out the on-ground works.

The projects, packaged into groups, will allow streamlined works scheduling and will be categorised under the broad geographic areas of central, southern and northern regions.

The three civil contractors selected from a tender process to carry out the on-ground works are Queensland-based contractors Probuild Civil Pty Ltd (Albion), Civil Mining and Construction Pty Ltd (Eagle Farm) and FK Gardner & Sons Group Pty Ltd (Toowoomba).

From March onwards, these contractors will deliver at least $8 million of works each month (or approx $400,000 per day).

When works are in full swing, the civil contractors will have 30 plus work teams or some 200 plus fulltime staff in the field working.

Council entered into a collaborative project agreement with each of the three preferred tenderers and work packages will be allocated on the basis of value-for-money. 

Council's objectives for the program delivery include:

  • to comply with Queensland Reconstruction Authority (QRA) / NDRRA funding requirements,
  • to maximise value for money,
  • to limit council's program delivery costs to eligible funding amounts,
  • to encourage local participation and
  • to manage stakeholder and community expectations.

TRC is committed to ensuring appropriate environmental standards are adhered to during reconstruction of the local road network

Council had to undertake a complex assessment, submission and procurement process in order to apply for funding under the NDRRA .

Approval was initially granted in late 2010.  But because these works are beyond council's resources, a tender process was required to manage the sheer volume of works being undertaken.

This extensive reconstruction works program is to be delivered by the end of June 2013. Funding provided by the NDRRA is expected to be in the order of $120 million.

These works are part of $6.4 billion being delivered under the NDRRA flood recovery program across Queensland.

This program is limited to road network reconstruction and does not apply to the water and sewerage network.

Safety is TRC's number one priority. Motorists are urged to please slow down and drive to conditions.

Where possible, works have been scheduled to minimise impacts on road users. Changed conditions may include:

  • stabilisation and pavement overlays
  • unfinished road surfaces and uneven pavements,
  • loose gravel and stones,
  • altered lane widths,
  • unexpected work vehicles entering and leaving sites,
  • rebuilding road slopes that have become unstable,
  • repairing damaged culverts and bridges,
  • altered lane merges and road configurations or
  • altered road shoulders.

 

Patience and cooperation is appreciated while these works are underway. Traffic disruptions and delays will inevitably occur.

Motorists, truck and bus drivers and heavy machinery operators are urged to allow for delays when planning their trips.

It is crucial that all traffic signals and traffic controller directions are obeyed. It is important everyone arrives at their destination safely.
