The City Centre Master Plan aims to ensure that:

1. The Toowoomba city centre is the principal activity centre for the Darling Downs Region and surrounds.

2. Economic growth in the Toowoomba city centre is maintained over time and presents opportunities for the city as a whole.

3. Toowoomba city centre activities and functions have expanded to provide for population growth whilst reflecting its essential character.

4. Toowoomba city centre is considered the 'heart' of the community.

5. Toowoomba residents and visitors can access city centre services and activities.

6. The Toowoomba city centre is enhanced through strong partnerships, investment and commitment.

Throughout 2009 and 2010, residents helped contribute to the preparation of the City Centre Master Plan and over the next financial year the community will start seeing projects commence.

Council has allocated $2 million in the 2011-2012 Budget towards the capital works program for the upgrade of Clifford Street between Margaret and Russell Streets as part of the outer circulating road project.

There is also funding for the planning of transport connections around the railway precinct on Russell Street, with the aim of improving the access and amenity of the area, which is a major catalytic project of the City Centre Master Plan.

Significant funding will go towards a number of projects to progress the City Centre Master Plan, including:

  • Streetscape and Landscape Strategy
  • Laneway Strategy
  • Public Art Strategy
  • Open Space Master Plan
  • Heritage Strategy
  • Car Parking Strategy

 

Specific funding has also been set aside for the implementation of the City Centre Master Plan, as council wants to see innovative, high-quality and inspiring works and structures that will enable our CBD to flourish.

Specific development plans have been designed for the following projects to occur in the Toowoomba city centre:

  • An outer circulating road (linking Russell Street and Chalk Drive) to provide a traffic route around the city centre
  • A well-defined central civic heart
  • Revitalised waterway and parkland networks
  • New buildings with heritage value in new developments
  • Designated green boulevards
  • Margaret Street as a 'green spine' to provide a continuous green link from Queens Park to Laurel Bank Park
  • Revitalised existing laneways to create visual interest and activity
