Council engaged town planning consultants Urbis to develop the City Centre Master Plan. Urbis worked in partnership with traffic and transport consultancy Cardno Eppell Olsen, Precinct Urban Planning and property and construction consultants Rider Levett Bucknall.

The consultancy team included urban designers, urban planners, landscape architects, transport planners, heritage specialists, engineers, GIS specialists, property economists, social planners and social researchers.

The final documentation was prepared through an extensive series of community consultation sessions, the development of a traffic model and 3D-model, site analysis and an extensive literature review.
