Ken Gouldthorp was appointed as the Chief Executive Officer of Toowoomba Regional Council in late April 2009 and has been charged with fully integrating operations formerly carried out by eight separate organisations.
Ken has extensive executive experience in a range of industry sectors including agriculture and defence as well as local government. His previous local government Chief Executive Officer appointments include, Mackay City Council and Isis Shire Council.
Ken is a fellow of the Australian Institute of Company Directors, has previously served on the Branch Executive of AICD and has held directorships on a number of boards.
He is CPA qualified and has degrees in Economics and Finance in addition to a Masters of Commerce.
Ken has specialised in implementing commercial business practices in local government and quasi government organisations. He has chaired or participated in a number of state wide groups providing specialist advice on the implementation of National Competition Policy, IFRS and best practice managerial accounting.
Responsibilities
The CEO is responsible for implementing all decisions of Council through its administration arm. Toowoomba Regional Council is a relatively large organisation with an annual budget approaching $300m, assets of $1.8b, a workforce of approximately 1500 full-time staff and a geographical area of nearly 13,000 square kilometres. |

Brian Pidgeon has 28 years' experience in local government, extensive management experience and professional qualifications in environmental health.
Brian was appointed to the position of Director of Community and Environmental Services in October 1998. Prior to this appointment he was the Manager of Health Services at Toowoomba City Council for six years.
He has previously worked at Ipswich City Council in various environmental health roles and as a manager of waste services. Brian has three children and is an avid motor sports enthusiast.

Gerard (Ged) Brennan started working for Crows Nest Shire Council as Assistant Manager and was Director of Technical Services for nearly eight years.
He has previously worked for the State Government, including positions with the Water Resources Commission and Natural Resources & Mines, in different parts of the State.
Ged grew up in the Hampton area on a grazing and dairy property and was educated in Toowoomba. He and wife Sandy and their four boys live in the town of Crows Nest.

Jason has been employed in the local government industry for almost 20 years having held various roles across local government in Queensland, commencing with the Pioneer Shire and working through the 1994 amalgamations with the then Mackay City Council. Having worked across a range of different sized local governments, he has most recently been the Chief Executive Officer of Banana Shire Council in Central Queensland managing the transition of the amalgamation with part of the former Taroom Shire.
He has undergraduate and post graduate qualifications in Business and Management. He is passionate about local government and is currently a Director and Treasurer of Local Government Managers Australia (QLD), and was the LGMA “2004 Queensland Young Manager of the Year for Leadership and Management Excellence”.

Kevin (Kev) Flanagan has worked in the local government arena for about 30 years, including stints in Murweh, Charleville, Moree Plains and Kilkivan shires and Toowoomba City Council.
He started work at Toowoomba City Council in 1989 as Senior Engineer Water Supply and Sewerage and was promoted to Deputy City Engineer in 1990. He was appointed to the position of Director of Engineering Services in September 1999.
Kev is married to the long-suffering Libby and has four adult children and two grandchildren. In his spare time he enjoys watching all sports and is a keen rugby follower having retired as a first Grade referee in 2007.

Stewart has worked since the early 1970s as an urban planner and senior manager in local and State government organisations, and as a consultant to the private and public sectors in Queensland, Victoria, NSW, South Australia and Yanchi (China).
He has coordinated and managed multi-disciplinary professional teams on diverse projects such as environmental impact studies for major projects, strategy plans, structure plans, urban master plans and feasibility studies. Stewart has also been involved in master planning projects in China, involving detailed programming, resource planning, budgeting and on-going project performance analysis.

Murray Wright was appointed as Director of Corporate Services at Toowoomba City Council (TCC) in December 2002.
Prior to joining TCC, Murray served as Principal of Toowoomba State High School and as Deputy Principal of Harristown State High School. During this time, he was appointed as the Assistant Executive Director (Human Resources) for the Darling Downs Region of Education Queensland and also worked for a period as a Community Participation Officer.
Murray is married to Jenny and has two children and two delightful grandchildren. Outside of work and family, Murray spends his time involved with his church, reading and fitting in as many rounds of golf as possible.
