Located beside City Hall at 531 Ruthven Street, the Toowoomba Regional Art Gallery was established in 1937, making it the oldest public art gallery in regional Queensland.

The current Toowoomba Regional Art Gallery facility was opened in March 1994 and is owned and maintained by council.

Admission is free.

Access for the disabled is from street level, with a lift leading to the upper floor. Toilet facilities cater for visitors using wheelchairs and parents and guardians tending babies and young children. Parking is available in Ruthven Street and in nearby off-street car parks.
