Community support grants will not fund:

  • loan or other debt repayments
  • projects already started or completed
  • recurrent administration and running costs such as regular wages and office expenses
  • projects with a commercial purpose
  • projects already funded by other Toowoomba Regional Council grant programs
  • prize money, trophies, raffle prizes or fundraising
  • the purchase of land, and
  • political activities, educational, religious and medical organisations.

Low priority is given to:

  • organisations/individuals that have received funding previously for similar events excluding community events.

These groups should not apply:

  • for-profit companies, Trusts and other organisations
  • government, semi-government organisations and statutory authorities.
  • public and private educational institutions – primary, secondary and tertiary – including Parents and Citizens and Parents and Friends associations. These groups may apply for an environment grant:
  • unions and student guilds
  • research foundations
  • professional associations
  • an organisation that has been granted approval for support through a Toowoomba Regional Council funding program for the same project
  • organisations that have not acquitted previous council grants
  • organisations with gaming machines and/or trade regularly with a liquor licence most days of the week.

Groups and organisations that meet all of the following:

  • are not-for-profit
  • are an incorporated legal entity or are sponsored by an incorporated legal entity or an unincorporated entity with an Australian Business Number (ABN)
  • operate or provide services within the Toowoomba Regional Council area
  • have appropriate insurance and adhere to sound workplace health and safety practices
  • are able to demonstrate financial viability and
  • have met all acquittal conditions of previous council grants.

If your group is not a legally constituted not-for-profit entity, your application will need to be auspiced by a legally constituted not-for-profit entity. Auspice means that an organisation takes responsibility for ensuring the funds are used as specified in the grant allocation.

An organisation may auspice one or more community groups and can still lodge an application on its own behalf.
