Charlton Wellcamp Enterprise Area

The Charlton Wellcamp Enterprise Area is located 13 km west of Toowoomba at the junction of the Warrego, New England and Gore highways. Covering an area of 2,000 hectares, it is destined to provide much needed industrial land for the region.

The Toowoomba Regional Council sees the area as having potential to be a key catalyst for business growth, leading to a more self-sustained economy. The Charlton Wellcamp Enterprise Area has the potential to provide employment for between 12,000 – 15,000 people and increase the TRC area’s GRP by about 30%.

The eastern boundary of the site is the corridor for the proposed Toowoomba Bypass road and the proposed Border Railway from Moree to Toowoomba. The area is also the start of the proposed Surat Basin Railway to Gladstone. The Australian Transport and Energy Corridor Ltd (ATEC) is proposing to establish a major intermodal freight centre at Charlton at the junction of the Border and Surat Basin railways.

A structure plan that considers the interfaces between infrastructure (rail, road, water, wastewater, power, gas and telecommunications services) and property development has been completed. The plan also considers changing economic circumstances, business needs and infrastructure issues. The structure plan is to ultimately take the form of a Charlton Wellcamp Local Plan within the new Toowoomba Regional Planning Scheme.

The provision of vital infrastructure for the area has received a significant boost with the recent signing of an infrastructure agreement worth $7.6 million between FK Gardner & Sons and Council. This agreement paves the way for the construction of reticulated water and sewer systems, road works on Witmack and O’Mara Roads and improvements to the Dry Creek Stormwater system.
