Printed documentCouncil is committed to being open and accountable. We therefore fully support the Queensland government's policy to proactively publish public information. We already make a large amount of information available to residents in an open and friendly way. Information is available via this website, leaflets and numerous other publications.

From 1 July 2009, the Right to Information Act and the Information Privacy Act came into place. At the same time, the Freedom of Information Act was withdrawn.

Right to Information is the Queensland government's approach to giving the community greater access to information.

The Right to Information Act provides a legal right of access to information held by government unless it is deemed to be contrary to the public interest to provide that information.

Publication scheme

Under the Act, council is required to have a publication scheme that gives the public access to a broad range of information. Toowoomba Regional Council's publication scheme provides a guide to information routinely made available to the public.

Information can be viewed or downloaded from the site free-of-charge. Internet access is available at all of the region’s libraries.

How to apply for information

Applicants should

  1. Submit their application on the approved form
  2. Supply the application fee where applicable
  3. Provide sufficient information to identify the information required
  4. If acting as an agent for the applicant, provide the authority of the applicant
  5. If your application relates to your personal information, provide proof of your identity
  6. Send your application to council either by post to:

or deliver by hand to a council customer service area.

RTI fees and charges

There will be no charge for examining any publication scheme information contained on council’s website. There is no charge for applications to access or amend a person’s own personal information.

An application fee of $39.00 is payable when lodging an application for non-personal documents. There are also charges for processing and photocopying released documents.

When making a non-personal application, you will receive a notice of estimated charges and you will be invited to discuss options for reducing the cost.

Information that is exempt

The Right to Information Act sets out a range of information that is exempt from publication.

If you make a request for information which the council considers to be exempt, we will advise you of the reasons for the exemptions.

Feedback on the publication scheme

Your comments are highly valued and any feedback you provide will be used as part of the review to make improvements to the publication scheme.

TRC disclosure log

Non-personal information released to applicants under the Act will be progressively published via the disclosure log and marked as 'available'.

In other cases a general description of the enquiry will be provided, however access to these documents will not be available.
